This refers to my earlier e-mail, for which I have received no response at all, which was not expected from an organization like FIDE.
However, in view of the above, I request you to kindly let me know to whom I should send my official communication in respect of the following:
1. I wish to mention that I am the General Secretary of Delhi Chess Association, which is a registered association and the only recognized body to organize all activities in Delhi.
2. Due to certain unavoidable reasons a case in Delhi High Court is pending against, AICF, Mr. PT Ommer Koya, Govt. of India thru HRD Ministry, Delhi Govt., Ministry of Railways etc. and the next date is due in September, 2000.
3. In view of the above, I request you to kindly contact me on my email address and let me know who is the concerned officials in FIDE so that I can directly and officially communicate with them (also legally if necessity arises)
4. However, in case you are interested to know, let me mention that I have sufficient documentary evidences in the shape of original documents, affidavits from players (National Participants in national events) about the irregularities and I am ready to fax you copy of all these documents subject to assurance of confidentiality.
I hope you will kindly communicate with me at my email address darshan@vatsatv.com and I will not be forced (regretfully) to take any legal action including a writ in Delhi High court not to allow organizing of this event.
In that even my site "chessinindia.com" will also publish this letter and all other legal documents/correspondence with FIDE and other authorities to enable the players of India understand the facts.

My preliminary objections are:
1. Mr. Koya is not the authorized person as he is on his seat in contravention of Govt. of India, Ministry of HRD Guidelines. So, AICF should replace him immediately.
Secondly, being the General Secretary of Delhi Chess Association, I should have been contacted and involved, but Kr. Koya has preferred to contact his personal allies to organize this function. The people against whom, cases of mis-utilizing of govt. grants and rail concessions are already pending, Writ in Delhi high court is pending against the following:
