On August 27, 1986, Charles and Shelby Roberts filed a petition for the custody of the child. However, at that time, the child was not in Virginia. The child was in New York, where the parents had legal custody and visitation by order of the Bronx Supreme Court. Therefore, Virginia clearly had no jurisdiction over the matter.
The docket sheet several times refers to "visitation". However, there was never any visitation. I had the child all along. Shelby Roberts was merely a paid baby-sitter. Had Judge Janow conducted a hearing, he would have found that out. However, he conducted proceedings entirely ex-parte and there was never a hearing.
Perhaps the greatest matter of current significance is the 9/04/86 entry where it says "9/05/86 (in error)". Why is this important? Because from the dates of the orders it looks like an order was issued on 9/04 awarding custody to the Amherst County Department of Social Services (who had never petitioned for custody) and then on 9/05 that had been reversed and Charles and Shelby Roberts had been awarded custody.
However, in reality, as this docket sheet and the actual wording of the orders show, the last and controlling order was the one which gave the Amherst County Department of Social Services custody.
Therefore, when Charles Roberts kidnapped Shamema Honzagool Sloan on October 7-9, 1990 in the United Arab Emirates and brought her to Virginia, he did not even have custody in Virginia, much less in New York or Abu Dhabi. Charles Roberts was clearly guilty of kidnapping.

8/25/86 ORDER - Case remains in status quo w/ child to be enrolled in Temple Baptist pending disposition of case; case cont. to 10/08/86 and, effective 9/07/86, physical custody to Ismail Sloan visitation to custodians as Counsel agrees.
