News of the threats came from the testimony of Police Commissioner Safir, who testified in a suit brought be a group objecting to the denial of access to City Hall which residents of New York City have traditionally enjoyed.

For the past more than one year, City Hall has been almost completely blocked off by police barricades. Nobody can enter City Hall unless they can prove to the satisfaction of the police that they have official business there. Also, meetings outside on the City Hall steps have been limited to 50 persons.

The Police Commissioner testified that many of the 80 death threats the mayor has received this year have come over the Internet.

Mayor Giuliani would not comment yesterday on the increased threats. But officials said that access to the plaza and the steps would likely be restricted until after the trials of suspects in the two embassy bombings.
