I wish to file a formal complaint with the Department of Justice concerning the fact that my daughter, Jessica Vithanage, is not being allowed to attend public school in Queens, New York.
My daughter arrived in Queens New York on Tuesday April 3, 2001 on a flight from Oakland, California. On Thursday, April 5, I brought her to PS 204 in Long Island City, Queens for enrollment in the 7th grade. This was the right school and the right grade for her to be attending in the school district where she was to be residing.
Toni Corrado, the school registrar, gave me the fax number for the former school to send her grade and school reports. I called the former school, which is located in Alameda, California, near Oakland, and asked them to send the reports, which they did the same day.
The next day, which was a Friday, I came to the school with my daughter. I was told that it was too late to register her in school that day plus next week was Spring Break and so to bring her back on Monday, April 16.
I returned with my daughter on Monday, April 16. The school principal, Philip A. Composto, instructed the staff to register my daughter in the school.
However, when I returned with my daughter the following morning, Mr. Composto told me that he had received a letter from "a lawyer" instructing him not to register my daughter in his school.
Mr. Composto further stated that he had been instructed not to allow me to see who the letter was from or to reveal what the letter said or what reason was being given not to allow my daughter to attend public school in New York. He held up a letter which was quite obviously the letter he had received, but I was not able even to catch a glimpse of its contents.
He further stated that he had consulted with Mrs. Helene Schaumberger, Director, Pupil Personnel, Community District 30, Jackson Heights, New York 11370, and that Mrs. Schaumberger had further advised him not to allow my daughter to attend school in Queens, New York.
Mr. Composito further explained that the previous day someone (I believe he said "a lawyer") had come to the school to inquire whether I had been there to enroll my daughter in that school. This person had been told that I had indeed been there to enroll my daughter in the school. This person had then left and not long thereafter the letter from the lawyer had arrived instructing him not to enroll my daughter in the school.
I asked Mr. Composto whether this person was either Dorchen Leidholdt or Theresa Courtney. Mr. Composto replied, "I don't want to get into that."
By way of background, I need to explain that Dorchen Leidholdt and Theresa Courtney are two very crazy ladies who have been doing things like this to me and my family for the last ten years starting in May, 1991, even though I have never met them and know nothing about them. They are so crazy and their hostility is so great that they even forced my wife to have a late-term abortion which took place on July 7, 1995. Sister Theresa Courtney told my wife that since she is a Catholic nun, she could not take her to the abortion clinic so she had arranged for a co-worker to take my wife to the abortionist instead. Dorchen Leidholdt is a lawyer who wrote a letter to the Appellate Division, First Department saying that she no longer represents my wife and does not even know where she is, even though she did and still does represent her and visited her on a weekly basis. There is no doubt in my mind that Dorchen Leidholdt and Sister Theresa Courtney are in some way involved in trying to stop my daughter from attending school.
After Mr. Composto told me that Mrs. Helene Schaumberger, Director, Pupil Personnel, Community District 30, Jackson Heights, New York 11370, had instructed him not to allow my daughter to attend school, I took my daughter to the office of Mrs. Helene Schaumberger the next day. Mrs. Helene Schaumberger told me that there had been a letter instructing Mr. Composto not to enroll my daughter in school. This was obviously the same letter that Mr. Composto had told me about previously. Mr. Schaumberger said that she had not seen the letter and did not know what it says or whom it is from. She said that she would try to have it faxed to her and then she would get back to me.
From that day to this, Mrs. Helene Schaumberger has never gotten back to me. I have called repeatedly about this and left messages. I finally spoke to a woman named Ellen (or something like that) and she told me to call the school chancellor about this. I asked to whom I should speak in the Chancellor's office, and she said that I should ask to speak to the Chancellor.
I considered this to be a "wise guy" answer, but I did in fact dial the number she gave me which was the general information number for the Chancellor's office. I asked to speak to the Chancellor. I was asked why. I told the operator that my daughter was not being allowed to attend public school and no reason for this had been given expect that I had been told that I needed to speak to the Chancellor about this.
I was told that I could not speak to the Chancellor about this and I was forwarded to the answering machine of the "parents advocate". I left a message there but my call has never been returned.
The bottom line is that for three weeks my daughter, aged 12, has not been allowed to attend public school and no reason has been given for this. This is obviously a federal violation of my daughter's and her parents civil and constitutional rights.
The only solution I can see is to put Mr. Philip Composto and Mrs. Helene Schaumberger and all persons acting in concert with them (which may include Our Beloved Fascist Dictator) in jail. Then perhaps they will reveal why my daughter is not being allowed to attend public school.
WHEREFORE, I hereby demand that a warrant be issued for the arrest of Philip A. Composto and Helene Schaumberger.
