Deadline Extended for Passport submission for Bled Olympiad

The following interesting item has appeared on the FIDE website. I assume that the reason for this notice is that many countries have not submitted copies of the passports of the players. I know that in the case of the USA, the federation probably does not even have a copy of the passports of the players. Also, many players are playing for a different country than the country for which they have a passport. Many if not most USA players are not US citizens. Players from other countries may be political refugees and do not have a passport at all. Also, there are a lot of objections to FIDE rules, such as rules against moving from country to country, plus FIDE drug testing regulations. As far as I know, in previous years it was not required that the players submit passport copies well in advance of the Olympiad. Does anybody know?

At the Istanbul 2000 Olympiad, Thailand showed up without having registered in advance and was not allowed to play in the Olympiad:

Upon request of some federations, the deadline for sending copies of passports of players registered for the Bled Olympiad is extended to 10 October 2002.

In compliance with FIDE Handbook Regulation C.05 article 2.2 and Olympiad Regulations D.II.07 article 6.3.8.1, FIDE General Secretary Noureddine Tabbane requests all participating federations to send by fax (21-3103905) or mail to FIDE Secretariat in Lausanne copies of passports of players registered for the Bled Olympiad for both Men's and Women's teams.
